Do I need to tape wall and floor before applying latex caulk?

Hello,So I am planning to re-paint my trim. There are some gaps. Instead of tapping the wall and floor and caulking and removing it after, I read somewhere that I can simply just caulk it and then use a wet rag to wipe the excess off the wall and floor? Will that get rid of excess caulk and won’t create ridges right? I am afraid it might not get rid of it completely and dry out and show up when I paint the trim. Also can I just use wet rage to wipe silicone caulk off when I fill the gap in my sink or I def need to tape before applying silicone based caulk? Thanks via /r/DIY
