If laminate doesn’t have a pad underneath it would insulating the basement help reduce heating cooling costs?

Looking at an older house for sale, built 1960. It has new tile and new laminate but it seems like they just laid the laminate directly on the bare flooring. If we insulated the basement spaces between the joists would that improve heating cooling costs?
