Removing old garage door tension spring

I’m in the process of building a new gate, to replace the previous owners “solution” of a poorly erected garage door on an exposed and rotting wooden frame.

I know the springs on these things can be dangerous, so I’m looking everywhere for resources on how to discharge the tension safely before removal. Just in case there is anything specific I should be looking for, I figured I’d ask here!

There are no cables on the pulleys, if it is safe to do so I’d like to just detach it from the frame as one unit (bar/spring/pulleys) so I don’t even have to go near the spring.
