Awkward entry step riser height

Hi everyone. A family friend took on a job to overlay 2x4s on our out of date cement front stair block. Unfortunately he/we didn't factor in the added riser height and we are left with a front step riser height of around 11". His solution is to add a fourth step to the staircase, but I am concerned that it will have to be an awkward step with a much smaller riser height than the rest of the stairs. Is there any creative solution to get around this? Am I breaking code by having a fourth step with a much different riser height than the other 3 steps? TIA!
