Coating a Roof Rack for durability

I recently bought a roof rack off of Amazon for my 2000 jeep grand cherokee. Rack is steel tube, powder coated by manafacturer. I've seen a lot of posts about rusting on racks, particularly where they click together, and was hoping to get help narrowing down what to use and how to do it.

I've done a bit of research and my first plan was to sand it with 220 then spray it with bed liner, but other places suggest using brush paint or not using bed liner. Primer suggestions also are a bit all over, and if it's powder coated already I'm not sure if I'll need to prime it first. Any help/tips/recommendations are appreciated.
