Tried emptying water heater tank and now water is coming out of pressure relief valve

First thing kinda odd is it took so long to empty the tank, a few hours. It was streaming but not very much. After it stopped I opened the cold water inlet and it seemed to be flowing again but then stopped shortly after. Then I noticed water coming out of the pressure relief valve. It’s connected to a drain on the side of the house. It was only on for a few minutes but maybe I was supposed to close the valve right away, or before I turned on the cold water?

Is my tank too full of sediment and not draining fully? Or am I doing something wrong? We have pretty hard water here and you could hear the tank dinging pretty loud from inside the house when water was running.

Is it safe to put it back into operation?
