Resurfacing a concrete slab for re-tiling patio

I am going to resurface a concrete substrate so I can put new ceramic tiles on it. Can I simply apply the concrete resurfacer on top of the old thinset from the previous tiling or do I have to grind it all down first? https://imgur.com/a/cJ7XTJ8

the old tiles had a crack along the control joint, which is filled by a piece of wood. Is there anything I can do to avoid this? i.e. add some kind of anti-cracking membrane?

the nearer slab of concrete is not perfectly level compared to the far slab. If I use self-leveling concrete resurfacer, I guess this will fix the problem?
