Help with laminate floorboard replacement on concrete

I had some rotted out floorboards from where water got under a sliding glass door. I followed you tube videos to cut out and chisel up the bad boards. However when I did so some of the boards came up with glue and a concrete substance. I thought it was the concrete but after some research I think its some kind of floor leveler. I think this would make sense because water was pooling here most likely because of a dip in the floor.

My question is, how do I go about fixing this? Should I chip out the remaining leveler, or just add to it replacing what got ripped out? What product should I use to re-level the floor? Does anyone have any tips how to make the situation not happen again?

I have been going through every you tube video I can find but most non seem to address this exact situation.
