Laying porcelain paving slabs on sand

I've recently lifted brick paving in my back garden and am now looking to lay porcelain paving in the same space.

Online guides seem to suggest laying around 5cm of type one on the area first. However, our bricks had around 7cm of sand already laid and compressed under them. Is sand not suitable for under the new slabs or would I be safe to lay mortar on the old sand base and then lay the tiles on that? Would rather avoid digging out all the sand if it might also make a suitable base layer.
