Tile all the way around or not?

My husband and his dad are remodeling our powder room. They pushed a wall back to give us a little bit more room in there, ripped up the old laminate and tiled. After they grouted, I took a look and noticed that they didn’t do the border(?) tile all the way around the floor. FIL and husband think that there should not be a border tile behind the sink bc then the vanity won’t be flush against the wall, but I think that the tile should go all the way around incase we have a leak or something so that the tile will act as a basin.
