Looking to bring wooden chairs back to life

I recently bought some used wooden chairs and I'm looking to bring them back to life.

This is the first time I'll be taking on any DIY/home improvement project. Also, I don't have a lot of equipment and I don't plan doing a lot of other projects in the near future. So, I'm hoping to keep the equipment I need to purchase to a bare minimum.

The chairs have a reasonable amount of dirt on them, so they need a good cleaning before I begin.

Based on my research, I plan to follow the below steps:

  1. Wipe off the dirt using a lint free cloth with the help of some mild soap (will keep it as dry as possible)

  2. Use sand paper to smoothen the surface (not sure if this is necessary?!)

  3. Paint using Rust-oleum spray paint (still not sure which color makes sense)

I wanted to understand if the above makes sense? I'm just hoping to get it to look nice. I'm not going for a professional look by any means.

Also, it's important to me to keep the cost low and using of the bare minimum supplies.
