How to fix old ballasted lighted clock?

I have an old fluorescent lighted clock from the 1950s, of which neither the light nor clock works. Although the wire/plug seems pretty worn out, I plan to replace that & the lamp first, but if that doesn't work, I'm wondering how I can replace this original ballast, or if I even need to. There are several wires going between the ballast, lamp holder, and clock, all held with wire nuts. Wires are black/brown, there's no way to tell what's hot/neutral as they're both solid, and the plug was non-polarized. This makes me more concerned since the housing is all metal (shock hazard?)

On top of that, there's also the question of fixing the Synchron clock, if rewiring doesn't fix it.
