Probably a stupid question…

I’m refacing a 24×12 deck and building a boardwalk.

I found ground contact 1x6x6(5/8”)picket fence boards for $3 a piece.

5/4x6x12 decking is $25 a piece.

If I face glue the picket fence boards and install them on the deck, it’s less than half the cost. Aesthetics aside (I would install so it looks like a wood floor) would the glued boards have the strength to span 16”?

I know vertical installations can be stronger and less likely to warp when glued together, does this apply to horizontal installs as well?
