What is the kind of hardware I would need to allow the wooden dowel to spin freely in this DIY shoe rack?

I want to make this shoe rack, but I want to enhance it a bit so that the wooden dowel is not secured from spinning. https://imgur.com/gB9Ogv0 The video shows epoxy being used to secure the bent rod into the wood. The dowel won't spin. But I'd like mine to spin, so that it's more like a kitchen rolling pin.

It seems like I need some sort of bearing inside the dowel, and then something else inside the vertical plank so that the metal rod can pivot.

Assembly would be easy, but I don't know the *names* of the parts I would need, so searching for them (so that I can buy them) is pretty difficult. Can some one help me?
