Wooden floor with sags and humps

I'm trying to fix some wooden flooring that has a few dips and a few large humps in it. This is in the 1st floor of the house and there is no subfloor, just wood planks that you can sort of see through when looking up from the basement. Do i need to remove all of the flooring, or is there some way to fix this without ripping everything out and buying all new materials?
