Help – Fixing rotting deck railing posts

We have a trex deck that is about 12 years old (previous owners installed it).

Over the past two years, some of the railings have become quite loose/wobbly. I've done some research on the trex decks, and it appears we have trex post sleeves, and the issue is that some part of the wood inside is rotting — most likely underneath the deck.

Here's a link to videos and pictures to show the issue. The bolts in the bottom of the wood seem loose. It would seem like I need to replace the wood inside of the deck sleeves. I've never done something like this, but I also can't find anyone willing to fix it (seems like everyone is busy for months and they don't want small jobs). Usually, YouTube is helpful source for how to fix, but I've found nothing.

Anyone able to provide guidance? Thank you!
